Reporting on Green Procurement

This supplementary information table supports reporting on green procurement activities in accordance with the Policy on Green Procurement.

1. Context

Although the Public Prosecution Service of Canada (PPSC) is not required to develop a full Departmental Sustainable Development Strategy, the PPSC adheres to the principles of the Federal Sustainable Development Strategy (FSDS) by complying with the Policy on Green Procurement.

The Policy on Green Procurement supports the Government of Canada's effort to promote environmental stewardship. In keeping with the objectives of the policy, the PPSC supports sustainable development by integrating environmental performance considerations into the procurement decision‑making process through the actions described in the 2019 to 2022 FSDS "Greening Government" goal.

Applicable reporting of PPSC's green procurement activities are below.

Percentage of purchases that include criteria or clauses aiming to reduce the environmental impact of the product or service being purchased.
During 2021–22,100% of our Request for Proposals posted on the Government Electronic Tendering System included provisions for suppliers to submit their bid using:
• paper containing fibre certified as originating from a sustainably managed forest and containing at least 30% recycled content; and
• environmentally preferable format including black and white printing instead of colour printing; printing double sided/duplex; using staples or clips instead of cerlox, duotangs or binders.
The PPSC also incorporated electronic payment instructions
The PPSC has contributed to target 12.7 and supported green procurement by:
• considering purchasing environmentally preferable goods and services, when they are available, through a standing offer or a supply arrangement that Public Services and Procurement Canada has identified as being green:
• incorporating environmental clauses, and, electronic payment instructions in our solicitation documents;
• not printing any contractual or related documents;
• using digital approvals from clients for their requests;
• using the digital signature option to sign contracts, amendments, and, other necessary approvals in the process;
• using email to send contractual documents; and
• conducting meetings by phone, or through video conference.

Integrate Green Procurement Approach objectives into performance management agreements of managers and functional heads of procurement and materiel management. Starting Point: FY 2020-21
Indicators:
Percentage of functional heads of procurement and material management whose performance evaluation includes objectives related to green procurement and implementation of PPSC's Material Management Framework.
Chief Procurement Officer has environmental clauses incorporated in their performance evaluations.

The PPSC contributed to target 12.7 by including environmental considerations into the PPSC's common procurement instruments, which has allowed clients to factor environmental impacts into their purchasing decisions.

Pilot the transition to a new Legal Case Management System (LCMS).

The total number of employees relative to the total number of printing units in use increased from 3.8 in 2015-16 to 5.1 from 2017-18 to 2020-21. The ratio remained at this level for 2021-22. The PPSC contributed to target 12.5 by reducing the amount of printing units, and, procuring Multifunctional Devices has effectively increased our ratio of employees relative to printing units from 3.8 to 5.1.

Percentage of employees involved in procurement of office supplies and disposable goods for events and conferences have received training and guidelines on green procurement.
Updated guidelines for non-acquisitions support staff (Business Coordinators/Administrative Staff) have been developed and implemented in all regions.
Percentage of non-acquisitions support staff that have attended information/training sessions on green procurement requirements.
100% of procurement and materiel management functional specialists in our organization have completed the green procurement training through the Canada School of Public Service course C215 or its equivalent.
Updated guidelines for support staff are being developed.
75% of other staff across our offices have received training on green procurement requirements
These results directly contribute to target 12.7 as all of our procurement officers have the necessary training and awareness to support green procurement. In addition, our entire procurement process within the organization has become digital (paperless). The PPSC also incorporates environmental clauses and electronic payment instructions in our solicitation documents.

During the 2021–22 reporting cycle, the PPSC had no proposals that required a strategic environmental assessment (SEA) and no public statements were produced.
