Departmental Sustainable Development Strategy
1. Context for the Departmental Sustainable Development Strategy
The 2016–2019 Federal Sustainable Development Strategy (FSDS):
- sets out the Government of Canada's sustainable development priorities;
- establishes goals and targets; and
- identifies actions to achieve them, as required by the Federal Sustainable Development Act.
In keeping with the objectives of the Act to make environmental decision-making more transparent and accountable to Parliament, the Public Prosecution Service of Canada (PPSC) supports reporting on the implementation of the FSDS and its Departmental Sustainable Development Strategy, or equivalent document, through the activities described in this supplementary information table.
2. Sustainable Development in the Public Prosecution Service of Canada
The PPSC's Departmental Sustainable Development Strategy for 2017 to 2020 describes the department's actions in support of achieving a low-carbon government. This supplementary information table presents available results for the departmental action pertinent to this goal. Last year's supplementary information table is posted on the department's website.
3. Departmental performance by FSDS goal
The following table provides performance information on departmental actions in support of the FSDS goal listed in section 2.
FSDS1 target | FSDS contributing action(s) | Corresponding departmental action(s) | Starting point(s) Performance indicator(s) Target(s) |
Results achieved | Contribution by each departmental result to the FSDS goal and target and UN SDG2 |
---|---|---|---|---|---|
Reduce Greenhouse Gas (GHG) emissions from federal government buildings and fleets by 40% below 2005 levels by 2030, with an aspiration to achieve this target by 2025. | Improve the energy efficiency of buildings/operations | Increase ratio of employees to printing units. | Starting point: FY 2015-16 Performance indicator: Total number of employees relative to the total number of printing units in use. |
The total number of employees relative to the total number of printing units in use increased from 3.8 in 2015-16 to 5.1 in 2017-18, and 2018-2019. The ratio remained at this level for 2019-20. | The PPSC contributed to target 12.5 by reducing the amount of printing units, and, procuring Multi-Functional Devices has effectively increased our ratio of employees relative to printing units from 3.8 to 5.1. UN SDG: SDG 12 – Target 12.5 |
Modernize fleets | Ensure vehicles purchased are the right size for operational needs and the most fuel efficient in their class available at the time of purchase. | Starting point: FY 2017-18 Performance indicator: Percentage of vehicle purchases that meet the target relative to the total number of vehicles purchased in the fiscal year. Annual amount spent on vehicle purchases. |
In 2019-20, the PPSC did not procure any vehicles. | The PPSC contributed to target 12.7 by maintaining a small fleet of vehicles. PPSC has a total fleet of 5 vehicles in the North, where there is no other economical means of transport. UN SDG: SDG 12 – Target 12.7 |
|
Support the transition to a low-carbon economy through green procurement | Ensure the integration of environmental considerations into procurement management practices, processes and controls. | Starting point: FY 2015-16 Performance indicator: Percentage of purchases that include criteria or clauses aiming to reduce the environmental impact of the product or service being purchased. |
During 2019-20,100% of our Request for Proposals posted on the Government Electronic Tendering System included provisions for suppliers to submit their bid using: • paper containing fibre certified as originating from a sustainably-managed forest and containing at least 30% recycled content; and • environmentally preferable format including black and white printing instead of colour printing; printing double sided/duplex; using staples or clips instead of cerlox, duotangs or binders. The PPSC also incorporated electronic payment instructions. |
The PPSC has contributed to target 12.7 and supported green procurement by: • considering purchasing environmentally preferable goods and services, when they are available, through a standing offer or a supply arrangement that Public Services and Procurement Canada has identified as being green: • incorporating environmental clauses, and, electronic payment instructions in our solicitation documents; • not printing any contractual or related documents; • using digital approvals from clients for their requests; • using the digital signature option to sign contracts, amendments, and, other necessary approvals in the process; • using email to send contractual documents; and • conducting meetings by phone, or through video conference using WebEx. UN SDG: SDG 12 – Target 12.7 |
|
Ensure employees who make procurement decisions or execute transactions have the necessary training to support green procurement. | Starting point: FY 2015-16 Performance indicator: Percentage of employees involved in procurement and material management who have completed training on green procurement. |
100% of procurement and materiel management functional specialists in our organization have completed the green procurement training through the Canada School of Public Service course C215 or its equivalent. | These results directly contribute to target 12.7 as all our procurement officers now have the necessary training and awareness to support green procurement. In addition, our entire procurement process within the organization has gone digital (paperless). The PPSC also incorporates environmental clauses, and, electronic payment instructions in our solicitation documents. UN SDG: SDG 12 – Target 12.7 |
||
Integrate Green Procurement Approach objectives into performance management agreements of managers and functional heads of procurement and materiel management. | Starting point: FY 2015-16 Performance indicator: Percentage of functional heads of procurement and material management whose performance evaluation includes objectives related to green procurement. |
Chief Procurement Officer has environmental clauses incorporated in their performance evaluations. Results from 2019-20 achieved: 1 Chief Procurement Officer, 100% |
The PPSC contributed to target 12.7 by including environmental considerations into the PPSC's common procurement instruments, which has allowed clients to factor environmental impacts into their purchasing decisions. UN SDG: SDG 12 – Target 12.7 |
||
Ensure office supplies purchases take into consideration environmental impacts when feasible. | Starting point: FY 2015-16 Performance indicator: Monitor and report on the use of common green procurement instruments. |
During fiscal year 2019-20, all purchases of office supplies at PPSC Headquarters gave priority to recycled materials, unchanged from the results achieved in previous years. | The PPSC procures all of their office supplies using the National Master Standing Offer, which is identified as green by Public Services and Procurement Canada.
