Section 1: Institutional GBA Plus governance and capacity
Governance
The Public Prosecution Service of Canada (PPSC)Footnote 1 recognizes the importance of its role in the criminal justice system and is committed to upholding public trust and supporting a criminal justice system that is more equitable and fair to all Canadians.
The PPSC's GBA Plus Responsibility Centre (GBA Plus RC) is housed within the Strategic Planning and Performance Measurement Team. It leads, supports, and monitors the implementation of GBA Plus at the PPSC and works in collaboration with the PPSC's Advancement Centre for Equity, Diversity, Inclusion and Accessibility (ACEDIA) to raise awareness, build GBA Plus capacity within the organization, and foster inclusive, people-centric decision-making through intersectional analysis.
The GBA Plus RC oversees, supports, and tracks the implementation of the organization's GBA Plus Action Plan. The team provides guidance and advice on GBA Plus and inclusive language, while also developing and promoting PPSC-specific tools and training sessions related to GBA Plus.
Capacity
The PPSC continues to advance the implementation of an inclusive intersectional GBA Plus approach across all areas of its work, to enable and empower its employees to bring about positive change in reducing systemic barriers, discrimination and racism, and reducing overrepresentation of historically marginalized groups within the criminal justice system.
The ongoing review of the PPSC Deskbook through an intersectional lens is designed to foster greater fairness and equity in prosecutorial decisions. This proactive approach ensures that PPSC guidelines not only reflect evolving societal norms and changes in Canadian legislation but also contribute to a more just and inclusive legal framework. The next chapters to undergo the review will be the chapter 3.20 (Judicial Referral Hearings), chapter 5.5 (Domestic Violence), chapter 5.6 (Victims of Crime), chapter 6.4 (Mandatory Minimum Penalties under the Criminal Code), as well as a new chapter on Indigenous justice issues.
This review emphasizes the need for prosecutors to consider systemic and background factors that may have contributed to bringing an accused person to court, to recognize and guard against all forms of bias, and ensure that their decisions do not disproportionately impact those who may be vulnerable or marginalized.
The PPSC intends to broaden its training strategy through specialized workshops for various Internal Services groups aimed at building capacity for the application of GBA Plus considerations in their particular lines of work.
Human resources (full-time equivalents) dedicated to GBA Plus
In 2025-26, a full-time employee at PPSC will focus on GBA Plus initiatives. Their ongoing responsibilities include reviewing GBA Plus content in key submissions, organizing training and awareness events, and supporting governance activities such as updating the departmental GBA Plus Action Plan. They will also serve as a core member of the department's GBA Plus Centre of Expertise/Responsibility Centre.
GBA Plus data collection plan
The PPSC is currently unable to monitor or report program impact by gender and diversity (GBA Plus) as our legal case management system (LCMS) does not provide the statistical information needed to provide gender-based data. The LCMS’ reporting capacity centers on file management and timekeeping.
