Departmental Sustainable Development Strategy 2022-23

1. Context for the Departmental Sustainable Development Strategy

Although the Public Prosecution Service of Canada (PPSC) is not bound by the Federal Sustainable Development ActEndnote i and is not required to develop a full departmental sustainable development strategy, the PPSC adheres to the principles of the Federal Sustainable Development Strategy (FSDS) by implementing the Policy on Green Procurement.

The Policy on Green ProcurementEndnote ii supports the Government of Canada's effort to promote environmental stewardship. In keeping with the objectives of the policy, the PPSC supports sustainable development by integrating environmental performance considerations into the procurement decision making process through the actions described in the "FSDS goal: low-carbon government" table in section 2.

2. Commitments for the Public Prosecution Service of Canada

Further to the requirements outlined in the Policy on Green Procurement, the PPSC promotes the selection of goods and services based on more than cost alone. Quality, environmental performance and availability are factored into procurement decisions.

Goods and services are considered green when they have a lesser or reduced impact on human health and the environment than competing goods or services that serve the same purpose. Considerations for product or asset selection include whether it has a reduced manufacturing footprint, such as recycled products, or lower operating impacts, or a smaller disposal impact because of reduced packaging.

Through green-procurement employee training, the PPSC also seeks to improve employee understanding of the rationale for buying green and identifying what makes goods or services energy efficient. Consequently, employees will be empowered to make more informed purchasing decisions.

• using digital approvals from clients for their requests;

• using the digital signature option to sign contracts, amendments, and, other necessary approvals in the process;

• using email to send contractual documents; and

• conducting meetings by phone, or through video conference using WebEx.

Internal Services
Integrate Green Procurement Approach objectives into performance management agreements of managers and functional heads of procurement and materiel management. The PPSC contributed to target 12.7 by including environmental considerations into the PPSC's common procurement instruments, which has allowed clients to factor environmental impacts into their purchasing decisions. Internal Services
Departments will adopt clean technology and undertake clean technology demonstration projects Explore the use of digital tools and systems in order to reduce our usage of paper. The PPSC contributed to target 12.5 by
  • reducing the amount of printing units, and, procuring Multi-Functional Devices has effectively increased our ratio of employees relative to printing units from 3.8 to 5.1.
  • leveraging Electronic Authorization and Authentication (EAA) to support internal services' activities.

Support for green procurement will be strengthened, including guidance, tools and training for public service employees Ensure employees who make procurement decisions or execute transactions have the necessary training to support green procurement. These results directly contribute to target 12.7 as all of our procurement officers have the necessary training and awareness to support green procurement.

In addition, PPSC's entire procurement process has become digital (paperless).

3. Integrating sustainable development

The Public Prosecution Service of Canada will continue to ensure that its decision-making process includes consideration of FSDS goals and targets through its Strategic Environmental Assessment (SEA) process. A SEA for policy, plan or program proposals includes an analysis of the impacts of the given proposal on the environment, including on FSDS goals and targets.

Public statements on the results of the PPSC's assessments are made public when an initiative that has undergone a detailed SEA is announced on the PPSC's websiteEndnote iii. The purpose of the public statement is to demonstrate that the environmental effects, including the impacts on achieving the FSDS goals and targets, of the approved policy, plan or program have been considered during proposal development and decision-making.
